The work of the Offender Management Unit falls under the local Community Justice Authority (CJA).
April 2007 saw the introduction of eight CJAs throughout Scotland. Each one is concerned with the planning and monitoring of the delivery of offender services. This is achieved through group planning and managing and reporting performance. Each CJA consists of a Chief Officer, a number of elected members of local authorities and support staff to carry out these functions.
The Dumfries and Galloway region forms part of the South West of Scotland Community Justice Authority, along with North, South and East Ayrshire.
Each Community Justice Authority has a number of responsible authorities to deal with sex offenders. Sex offending and the risk posed by sex offenders remain a cause of fear and concern for many people. The public rightly expect agencies tasked with their protection to take all reasonable steps to ensure their own and their families' safety.
The development and delivery of comprehensive risk management of sex offenders is possible only through close cooperation of the responsible authorities including the police forces, the National Health Service, local authorities and the Scottish Prison Service.
The police have the primary responsibility for the operation of the sex offender notification scheme. When the offender in the community is subject to no other form of statutory supervision, then the police assume the role of responsible authority for that offender.
